BVIHSA Receives Updated 2025–2033 Strategic Plan from KPMG; Announces First in a Series of Territory-Wide Community Meetings.

British Virgin Islands – December 8, 2025 – The BVI Health Services Authority (BVIHSA) has officially received the updated 2025–2033 Strategic Plan from global advisory firm KPMG, marking a renewed start to Phase Two: Implementation of the Authority’s long-term transformation roadmap.

While Phase One focused on the creation and development of the Strategic Plan, KPMG undertook an additional review following recommendations from the Ministry of Health and Social Development and other key stakeholders. These inputs required explicit incorporation into the final document, along with several minor layout refinements, prompting the formal handover now being announced.

The handover of the updated Strategic Plan is the first of several major milestones achieved since October, including:

    1. Facilitation of the engagement kick-off with BVIHSA leadership teams and workstream leads.
    2. Two Leadership trainings on Strategy Implementation, Steering Committee functions, Change Management, and Monitoring & Evaluation.
    3. Preparation of materials to brief BVIHSA Ambassadors on the revised Strategic Plan and governance structure

Additionally, foundational work is progressing steadily behind the scenes. KPMG developed and circulated the Terms of Reference for the Strategy Implementation Steering Committee and conducted stakeholder interviews with HR and functional leads as part of the current-state assessment of HR processes

As part of our commitment to strengthened transparency, accountability, and two-way communication with the Virgin Islands community, the BVIHSA has launched a dedicated Strategic Plan page on our official website: www.bvihsa.vg, where stakeholders can access the updated plan and follow implementation progress.

In alignment with this commitment, the Authority will also host a series of territory-wide community meetings to ensure residents are informed, engaged, and able to share their concerns and expectations directly with leadership.

The first of these meetings will take place on Thursday, December 11, 2025, at St. Mary’s Church Hall on Virgin Gorda. Community members are invited to hear updates on infrastructure challenges, learn how the Strategic Plan will improve health-care delivery, and participate in open dialogue with the BVIHSA team.

“The Strategic Plan is our blueprint for elevating and transforming healthcare service delivery in the Virgin Islands,” said Dr. June Samuel, Acting Chief Executive Officer. “As we transition from planning to execution, these community meetings are critical. Strengthening two-way communication ensures that our transformation is shaped not only by data and expert guidance, but also by the lived experiences and voices of the people we serve.”

The BVIHSA encourages residents across the Territory to stay engaged as future community meetings are announced and progress updates continue to be published throughout the implementation journey.
