Dr. Shana-Kay Fraser is a dedicated public health physician and health equity advocate originally from Jamaica. With a deep commitment to addressing the structural and social determinants of health, she has built her career on improving population health outcomes through data-driven policies, evidence-based interventions, and community-centered programs across the Caribbean.
Dr. Fraser began her academic journey at the University of the West Indies (UWI), Mona Campus, where she earned a Bachelor of Science (BSc) with Honours in Basic Medical Sciences and Biochemistry. Driven by a passion to merge clinical care with public health strategies, she went on to complete her Bachelor of Medicine, Bachelor of Surgery (MBBS) degree at UWI, gaining a strong foundation in patient care, epidemiology, and health systems management.
To further expand her impact beyond the clinical setting, Dr. Fraser earned a Master of Public Health (MPH) from the University of Saskatchewan, an internationally accredited institution in Canada. She also holds the designation of International Practitioner Faculty of Public Health (IPFPH) from the Faculty of Public Health UK, reflecting her commitment to international standards and interdisciplinary collaboration in public health practice. Additional certifications in healthcare and project management further strengthen her ability to lead in complex health systems.
Dr. Fraser is certified in Advanced Cardiovascular Life Support (ACLS), Basic Life Support (BLS), Pediatric Advanced Life Support (PALS), and Mass Casualty Management (MCM). These credentials enable her to effectively respond to both clinical and public health emergencies, including infectious disease outbreaks and natural disasters.
Her professional interests include primary health care reform, chronic disease prevention, and health education and promotion. She is particularly passionate about strengthening primary care systems in the British Virgin Islands (BVI), with a focus on integrating multidisciplinary, client-centered approaches within the territory’s healthcare landscape.
Dr. Fraser has been actively engaged in research throughout her academic and professional career. Notably, she contributed to a major systematic review evaluating the effectiveness of clinical pathways in improving outcomes for patients, healthcare professionals, and systems.
Currently, she plays a key role in several ongoing public health initiatives within the BVI, particularly in enhancing non-communicable disease (NCD) management. She serves on the focal team collaborating with the Pan American Health Organization (PAHO) to implement the BVI HEARTS and HEARTS-D initiatives. In addition, she is actively involved in strategic planning aimed at expanding and improving healthcare access across the Sister Islands of the BVI.
Dr. Fraser is a registered member of the Medical and Dental Council of the BVI, the Medical Council of Jamaica, and the Faculty of Public Health UK.
Her leadership, clinical expertise, and dedication to health equity continue to shape her contributions to building resilient, inclusive, and equitable health systems. Dr. Fraser remains steadfast in her belief that access to high-quality healthcare is a fundamental human right—regardless of geography, gender, or socioeconomic status.
