Primary education for Noelene Levons, began at St. Mary’s Primary School, Virgin Gorda, Virgin Islands (UK). As a graduate of the Bregado Flax Educational Center,Secondary Division, in June of 1989, she was awarded, a Certificate of Distinction with seven (7) CXC Grade I passes and two scholarships, to pursue academic studies in Nursing.
She graduated as Valedictorian at the University Hospital of the West Indies, School of Nursing, Mona Campus, Kingston, Jamaica, in May 1993 and upon her return to the Virgin Islands, was employed as a Registered Nurse at the then, Peebles Hospital, assigned to the medical, surgical, paediatric, psychiatric, obstetric, intensive care units and the emergency room.
Nurse Levons subsequently earned a Bachelor of Science Degree in Nursing, at the State University of New York at Buffalo (UB) in May 2002 and thereafter earned a post-graduate Certificate in Nursing Education, at the Nell Hodgson Woodruff School of Nursing, at Emory University, Atlanta, Georgia in December 2005.
Noelene Levons then worked for four years, as Community Health Nurse, at Road Town Clinic, John’s Hole followed by a three year-stint, at The British Virgin Islands Tourist Board, assigned to Health Tourism and Tourism Education in schools.
During this time, she earned an Executive Diploma in Business Management, from the Chartered Management Institute (United Kingdom) based at the H. L. Stoutt Community College (HLSCC), BVI.
In December 2009, was assigned the role of Assistant Coordinator, of the BVI National HIV/AIDS and Sexual HealthProgramme, Ministry of Health and Social Development and by September 2010, she was appointed as Coordinator.
In January 2016, Ms. Levons was seconded to the newly implemented, Virgin Islands National Health Insurance as Clinical Supervisor. Her role encompassed supervision of the medical intake staff, medical referral review and authorization regarding patient care, access of health products and services, based on management care guidelines, client
eligibility and available coverage.
In 2018, Noelene relocated to Ontario, Canada and worked at Headwaters Hospital Specialist Clinic, Orangeville, as Medical Receptionist and in 2020, as Nurse and Medical Receptionist at Summerside Medical Clinic.
As Campus Nurse at H. L. Stoutt Community College, between 2021 and 2023, she provided health promotion, policy development, clinical, emergency care and referral services, to the faculty, staff and students, at the Paraquita Bay Campus and Virgin Gorda Centre.
A retiree of the Virgin Islands’ civil service, Nurse Levons has been appointed to the British Virgin Islands Health Services Authority Board of Directors, as of February 2025.
She hopes to make meaningful contributions to the accessibility, affordability, availability and acceptability of primary, secondary and tertiary, public health care services, within the Virgin Islands’ community, Caribbean diaspora and beyond.
