The British Virgin Islands Health Services Authority (BVIHSA) is proud of the launch of our BVIHSA Ambassador Program. This initiative is designed to engage members of our community who are committed to advocating for and supporting the mission of the BVIHSA. These Ambassadors will serve as liaisons between the BVIHSA and the public, promoting our services, programs, and ongoing needs.

1The BVIHSA Ambassador Initiative aims to support the BVIHSA through:
- Community Engagement: Ambassadors will serve as liaisons between the BVIHSA and the community, fostering positive relationships and promoting engagement with healthcare initiatives.
- Fundraising Leadership: Ambassadors will lead fundraising efforts to support the BVIHSA's programs, services, and capital projects, helping to secure vital resources for the organization.
- Advocacy and Awareness: Ambassadors will advocate for the BVIHSA's priorities, initiatives, and healthcare services, raising awareness and shaping public opinion about the organization.
- Partnership Development: Ambassadors will help forge partnerships with individuals, businesses, organizations, and government entities to advance the mission and goals of the BVIHSA.

Dr. Kendric Pickering
Ambassador Program Inspiration
Dr. Kedrick D. Pickering is a respected physician, author, public servant, and lifelong advocate whose unwavering commitment to healthcare in the Virgin Islands has left an enduring legacy. A former Deputy Premier and Minister for Natural Resources and Labour, Dr. Pickering has consistently championed the development of the BVI Health Services Authority (BVIHSA), advocating for improved access, quality, and innovation in public health.
His decades of service; as a medical professional, policymaker, and tireless advocate for quality healthcare, have inspired the creation of the BVIHSA Ambassador Program. Dr. Pickering’s continued support uplifts the mission and values of the Authority, making him a fitting symbol of excellence, leadership, and dedication to the well-being of the Virgin Islands community.

Dr. D Orlando Smith, OBE
Healthcare Legacy Honouree
Dr. D. Orlando Smith, OBE, is a trailblazing surgeon, statesman, and visionary leader whose contributions to healthcare in the Virgin Islands are both historic and transformative. As the first Virgin Islander surgeon to return home and serve his people, Dr. Smith set a powerful example of dedication, excellence, and national pride.
Throughout his career, as a medical practitioner and later as Premier, Dr. Smith consistently prioritized the advancement of healthcare services and infrastructure across the Territory. His enduring legacy is cemented in the naming of the Dr. D. Orlando Smith Hospital, a testament to his unwavering commitment to improving the health and well-being of all Virgin Islanders.
Dr. Smith’s leadership, service, and pioneering spirit continue to inspire generations of healthcare professionals and remain central to the mission of the BVI Health Services Authority.

Mrs. Violet Gaul
Community Voice & Wellness Advocate
Violet Gaul is a respected community leader, theologian, media host, and dedicated advocate for holistic well-being in the Virgin Islands. As President of the Rotary Club of Tortola, she exemplifies service above self, championing initiatives that uplift individuals and strengthen communities.
A passionate communicator, Violet is the host of Talking Points, a thought-provoking program that creates space for dialogue on faith, social issues, and personal development. Her theological insights and compassionate leadership have made her a trusted voice across the Territory.
As a BVIHSA Ambassador, Violet Gaul brings her unique blend of empathy, service, and public engagement to the forefront, helping to promote wellness, community trust, and the values that guide the Authority’s mission.

Pastor Jovan Cline
Youth Mentor & Spiritual Leader
Pastor Jovan Cline is a dedicated advocate for youth empowerment, education, and spiritual well-being in the Virgin Islands. With a background in counseling, he has worked within the education system to support students’ emotional growth, academic success, and personal development.
As the Pastor of New Life Baptist Church, he leads with passion, purpose, and a deep commitment to community transformation. His ministry emphasizes hope, healing, and the power of faith in shaping lives and strengthening families.
As a BVIHSA Ambassador, Pastor Jovan Cline brings a strong and compassionate voice to the promotion of holistic health, championing the Authority’s mission to deliver care that uplifts both body and spirit across the Virgin Islands.

Mrs. Rosemarie Flax
Faith-Based & Service Leader
Rosemarie Flax is a devoted community advocate whose leadership bridges faith, service, and civic responsibility. She serves as Assistant Governor and member of the Rotary Club Sunrise of Road Town, where she actively supports initiatives that foster health, education, and community development throughout the Virgin Islands.
As Vice President of the BVI Christian Council and a local preacher in the BVI Methodist Church, Rosemarie is a steadfast voice for spiritual wellness, unity, and compassion. Her faith-driven service has made a lasting impact across both religious and public spheres.
As a BVIHSA Ambassador, Rosemarie Flax brings a unique and heartfelt perspective to her role; championing wellness, integrity, and community engagement in support of the Authority’s mission to provide quality healthcare for all.

Mrs. Sharon Flax-Brutus
Cultural Advocate & Tourism Strategist
Sharon Flax-Brutus is a distinguished public servant, tourism strategist, and cultural ambassador whose career has been marked by visionary leadership and a deep commitment to the Virgin Islands. As a former Director of Tourism, she played a pivotal role in shaping and elevating the BVI’s global image, while championing sustainable growth and authentic representation of the Territory’s people and heritage.
Known for her passion for culture, wellness, and nation-building, Sharon continues to lend her voice to causes that promote community resilience and pride. Her advocacy reflects a deep understanding of the vital connection between a healthy society and national progress.
As a BVIHSA Ambassador, Sharon Flax-Brutus brings her extensive experience, national pride, and heartfelt advocacy to support the Authority’s mission of excellence in healthcare and community well-being across the Virgin Islands.
Become a BVIHSA Ambassador:
Selection Process: Ambassadors will be selected through a request/nomination and review process conducted by the BVIHSA board or a designated committee. Nominations may come from within the organization, community leaders, or the public.
Responsibilities: Ambassadors will be expected to:
- Actively promote the BVIHSA’s mission, values, and initiatives within the community and beyond.
- Lead fundraising efforts by organizing events, campaigns, and appeals to support the BVIHSA’s fundraising goals.
- Serve as advocates for healthcare issues and priorities, engaging with stakeholders and decision-makers to advance the BVIHSA’s agenda.
- Represent the BVIHSA at public events, speaking engagements, and media opportunities.
- Collaborate with the BVIHSA board, staff, and other ambassadors to achieve shared objectives and strategic goals.
