The BVI Health Services Authority (a client-centered healthcare organization) invites qualified and professional applicants for the position of Database Specialist/Programmer. The primary function of the Database Specialist/Programmer is to create and modify computer programs by converting project requirements and workflows into code, responsible for planning and development of databases, as well as the performance, integrity and security of databases in accordance with The Application Development Policy.
Primary Responsibilities
The ideal candidate is a highly motivated and detail-oriented professional with strong experience in programming and database administration within a structured organizational environment. The individual should possess sound knowledge of systems analysis, application development, database design, normalization, security, and documentation, and be capable of translating business and clinical requirements into secure, efficient software solutions. The candidate must demonstrate the ability to conduct requirements analysis, develop workflows and prototypes, perform testing and debugging, maintain accurate system records, and deliver end-user training. Strong analytical, problem-solving, and communication skills are essential, along with the ability to collaborate effectively with technical staff, supervisors, and end users. A high level of professionalism, adherence to organizational policies, safety standards, and acceptable use guidelines, as well as a commitment to continuous system improvement and data integrity, is required to successfully support the operational objectives of the British Virgin Islands Health Services Authority.
Qualification and Experience
The successful candidate will be responsible for the full lifecycle of application development and database administration, including requirements analysis, system design, programming, testing, documentation, and end-user support. The individual will work closely with supervisors, managers, and the Director of Enterprise to translate operational needs into secure, efficient, and reliable software solutions. Duties will include designing and maintaining application databases, developing workflow diagrams and prototypes, ensuring proper system testing and debugging, maintaining historical records of system changes, and delivering user training. The candidate will also be responsible for creating reports, managing database access and security settings, and ensuring data integrity across Meditech and other organizational systems.
In addition, the successful candidate will be expected to uphold all organizational policies, safety standards, and acceptable use guidelines while contributing to continuous system improvement. This includes performing regular system testing, upgrades, and back-up and recovery procedures to ensure optimal performance and security. The role requires strong collaboration with technical, application, and operational teams, timely follow-up on action items from meetings, and the ability to adapt to evolving organizational needs. The successful candidate must demonstrate professionalism, accountability, and a commitment to supporting the mission and operational objectives of the British Virgin Islands Health Services Authority.
