The Community Mental Health Center consists of qualified, professional clinicians who provide a holistic approach to achieving a person’s well-being.

Research indicates stress is closely linked to high blood pressure, heart disease and obesity. It also confirms people who feel depressed or chronically stressed may have a greater risk of physical illnesses. The good news is there are many healthy choices and steps that individuals can adopt to promote and strengthen mental health—and overall health and well-being.

Building social support, eating with your mental health in mind, and stress management are important steps that promote good mental health. Just as persons have learned there are things they can do to reduce their risk of heart disease and chronic illnesses, CMHC wants to help people learn what they can do both to protect their mental health in tough times and also to improve their mental well-being throughout their lives.

Virginia O. Ruabaine Psy. D


A native Virgin Islander, Dr. Virginia Rubaine has spent her life in pursuit of higher education.  After completing her high school education, Dr. Rubaine attended Morgan State University in Baltimore, Maryland, where she achieved a Bachelors of Science in Psychology. Dr. Rubaine immediately began her graduate studies at Nova Southeastern University, Ft. Lauderdale, FL, where she was accepted into the doctoral program in Clinical Psychology. In 2003, she received her Doctorate in Clinical Psychology and promptly returned to the Virgin Islands in order to begin her service to her community.

Dr. Rubaine is currently employed with BVI Health Services Authority as the Director of Community Mental Health Services, which provides her with the unique opportunity of working closely with the community, local and international agencies in the development of Mental Health policies and legislation.  She is also an adjunct professor of Social Sciences at the H.L. Stoutt Community College.

Jardine Davies Torno, MD, DPBP


Dr. Torno is a native of the Philippines and has been practicing Psychiatry for the past nine years. He completed his secondary education at Paeros Catholic School where he received honors.  Dr. Torno began his tertiary education at De La Salle University where he received his Bachelors of Science in Biology in 1995. He then successfully pursued his Doctor of Medicine degree at the University of East Ramon Magsaysay Medical Center.  In 2000 Dr. Torno passed his Medical Licensure exams and became a fully certified Medical Doctor.  He began is Psychiatry Residency in 2001 at the National Center for Mental Health where he later worked as a Junior Psychiatry Consultant.  He is a diplomat of the Philippines board of Psychiatry.

He later ventured outside of the Philippines and held a position as Psychiatry Specialist and Head of Department for the Ministry of Health, Turks and Caicos. Currently he is employed by the British Virgin Islands Health Services Authority as the Psychiatrist for Community Mental Health. There he is responsible for the Mental Well-being of those within and around the community.
